Interviewed on whether this is the step into the right direction and whether it means more unity for the EU Dr Wolff explains that “given that a couple of months ago discussions over refugee relocation across Europe were completely stalled; the recent agreement is a positive development”. However, Dr Wolff argues that 'EU unity will be tested on several issues in the months and year to come. Most of the hard work is yet to come' in particular regarding the creation of a European Corps of Border Guards, the Dublin Convention which is 'the other elephant in the room' and transnational cooperation with third countries.
